Rafael de Souza Nascimento Miranda

    • Doutorando em Ciência Política no Departamento de Ciência Política da Universidade de São Paulo (DCP-USP). Mestre em Relações Internacionais pelo Instituto de Relações Internacionais da Universidade de São Paulo (IRI-USP). Bacharel em Relações Internacionais pela Fundação Escola de Comércio Álvares Penteado (FECAP). Na FECAP, é professor da graduação em Relações Internacionais e da Pós-Graduação em Negócios Internacionais. Desde 2018, é responsável por projetos estratégicos da Reitoria co-financiados pela Comissão Europeia, sendo atualmente Co-Diretor do Centro de Excelência Jean Monnet em Empresas e Direitos Humanos e coordenador executivo do Instituto Brasil-União Europeia (2019-atual) e do Módulo Jean Monnet sobre as Relações Estratégicas Brasil-União Europeia (2022-atual). Foi também coordenador executivo da Cátedra Jean Monnet sobre as Políticas Externas Europeias para Direitos Humanos e Democracia (2019-2022). É bolsista de doutorado do Centro de Inteligência Artificial da Universidade de São Paulo (C4AI - USP/FAPESP/IBM), desenvolvendo pesquisa na área de ética e inteligência artificial. É pesquisador associado ao PRME Working Group on Business and Human Rights (Pacto Global, ONU), na linha de pesquisa Mudanças Climáticas e Direitos Humanos e do Grupo de Ética do Understanding Artificial Intelligence (UAI), do Instituto de Estudos Avançados da USP. É membro da International Political Science Association (IPSA), da International Studies Association (ISA), da Associação Brasileira de Relações Internacionais (ABRI), da Business and Human Rights Initiative (Copenhagen Business School) e do GT Direitos Humanos do Instituto Ethos. Possui experiência na área de Relações Internacionais, com ênfase nos seguintes temas: direitos humanos, empresas e direitos humanos, governança global e inteligência artificial e ética.

      Descrição: This research group is aimed at mapping the region of Latin America in an attempt to identify locus and areas of illegal groups operations and observe how they operate, what are their activities and how they can export insecurity to the region. In addition, we intend to look for patterns and logic present in the ways in which such groups moving from one region to another, always in search of refuge, more opportunities and more favorable operating strategies. Most of these focus areas in border areas, because criminals see these spaces as possibilities for currency trading, refueling, to revenue through the differences in prices, or even by legal gaps between the two countries, in addition, if strategically located near exits to the sea, navigable rivers, or the dense jungle that allow, respectively, leakage, transit or refuge of such groups.       Descrição: This proposal has as its objective to cover and disseminate Human Rights and Democracy (HR&D) as a cornerstone of EU external action, especially to the extent it focuses on third countries, such as Brazil and LATAM countries. By advancing EU Studies and targeting, on the one hand, undergrad/grad students of academic fields of Business and beyond, and, on the other hand, multiple stakeholders from the business sector and CSO, this Chair will allow for greater understanding of how vulnerabilities have been addressed by EU external policies and, consequently, allow for both empowering vulnerable groups such as (i) women and girls, (ii) migrants and refugees, (iii) youth and black youth and (iv) human rights defenders and promoting a new business culture strengthened by EU-Brazil Strategic Partnership. Divided into two major phases, while the first has been designed around core teaching processes and products with the main objective of mapping and explaining EU approach to business and HR among students, business stakeholders and OSC and providing them with tools for policy evaluation and intervention in this raising field, the latter is dedicated to deliverables capable of influencing policy and practice on a long-term perspective in Brazil and abroad. Teaching, researching and training of high quality aimed at addressing a fruitful relationship between the EU key role worldwide in promoting, structuring and disseminating HR and democratic governance, the recognition of vulnerability as an embodied and embedded human condition by an international institutional of such a global reach and the possibilities of advancing a new business culture based on EU practices, will allow FECAP to consolidate the importance of EU studies in its DNA and impact wider audiences of students, young professors, researchers, companies, governments and third sector professionals to build and disseminate a more inclusive, diverse and non-discriminatory business culture on a daily basis.

      Descrição: The FECAP Business School Jean Monnet Centre of Excellence on Business and Human Rights (BHR) is a proposal of a unique centre in the Global South fully dedicated to the agenda of BHR from an interdisciplinary perspective and impacted by the European Union (EU) agenda setting power, policymaking and responsible global leadership on the subject. New EU rules will advance the green transition and protect human rights in Europe and beyond, impacting global value chains and fostering Responsible Business Conduct (RBC) through the adoption of instruments, such as the European Directive on corporate sustainability due diligence. In this sense, our Centre's mission consists of identifying, anticipating and filling knowledge and governance gaps through mobilizing teaching, research and capacity-building strategies, fully articulated, and targeting two key stakeholders. A first group consists of undergrad and grad students, future researchers and practitioners that will be impacted from regular courses to open online courses to be held annually. A second group consists of small, medium, and large sized enterprises operating in Brazil that will be impacted directly through a partnership with Instituto Ethos, the largest association on RCB in Brazil, with 453 associated enterprises. Capacity buildings and instructional toolkits will be developed. The Centres initiatives have a clear potential of influencing public and private policies and normative adjustments to advance fair and responsible business conduct in Brazil and Latin America. The Centre will foster a collaborative knowledge and policy making network, behaving as a gravitational locus to connect influential Brazilian and European experts and cross-fertilizing their initiatives and those from strategic partners.

      Descrição: Brazil is one of the main partners of the European Union. The both actors share a relationship based on strong historical and cultural ties. EU-Brazil relations have always been rooted on shared core values, such as human rights, sustainable development, the democratic rule of law and the strengthening of the multilateral system. However, recent severe changes in the political and economic landscapes, both in Brazil and in Europe, have revealed new challenges (and opportunities) for EU-Brazil bilateral relations.The objective of this Jean Monnet Module is to teach Brazilian students, from different areas of knowledge, the EU core concepts, policies and global actorness quality, especially considering strategic crosscutting issue areas of simultaneous study, research and policy-making, under the framework of EU-Brazil relations, as follows: (I) EU as a Global Actor: Politics and Policies; (II) Democracy, Human Rights and International Justice; (III) Energy, Ocean, Climate Change and Sustainable Development; (IV) Trade, Investments and Business; and (V) Regional and International Security. The Module will be divided into these five main articulated areas structuring teaching, researching and capacity-building activities, all designed to guarantee a solid formation in EU studies, through the dialogue between theoretical and applied knowledge around the main issue domains of EU-Brazil Relations, consolidating and disseminating the results and conclusions to the academic world and society. The Module's interdisciplinary approach will foster the academic and public debate, bringing about innovative tools to inform policy-making strategies and research agendas.

      Descrição: O presente projeto busca compreender o papel desempenhado pelas fronteiras latino-americanas nas atividades do crime organizado transnacional, que se aproveita dessas áreas de baixa governabilidade estatal para desenvolver suas operações. A fronteira Brasil-Bolívia, objeto desta análise, se apresentou como um dos pontos nevrálgicos dessa questão, sobretudo por suas condições geográficas adversas que dificultam o monitoramento da região pelo Estado, estimulando o crime e a violência. O caso escolhido para essa investigação empírica foi o da fronteira Brasil-Bolívia, utilizando o método de comparação estruturada e focada para analisar o papel desempenhado por esses dois atores acerca dos principais fluxos de ilícitos que tem origem em seus territórios e o de identificar os problemas dessas zonas que aqui foram denominadas como Zonas Estratégicas e Estruturais para os Trânsitos Ilícitos (ZEETI). A fronteira comum ao Brasil e Bolívia se tornou uma rota para abastecer os principais mercados consumidores de ilícitos, principalmente de drogas, armas, pessoas e recursos naturais. Como resultados preliminares obtidos por meio da interpretação das variáveis, foi possível estabelecer uma forte correlação entre os fatores endógenos a esse processo, como os padrões de violência estrutural e o surgimento desses ?black spots?. Diante do desenvolvimento de uma governança alternativa e da livre circulação de ilícitos, essas áreas têm representado um obstáculo cada vez maior para os Estados pela dificuldade em se formular políticas públicas, reflexo do grave problema de integração dos países da América Latina, se constituindo em uma ameaça crescente a segurança a nível regional e internacional.
